Q. There was a report claiming that the Office of National Security
made the decision to deport the two North Korean residents as the
Unification Ministry and National Intelligence Service were hesitant.
Can you confirm this?
A. The two North Koreans who were deported were not eligible for
protection under the ‘North Korean Refugees Protection and Settlement
Support Act’ as they are offenders of nonpolitical and serious crimes
including murder. It was the government’s judgement that the two held
possible threat to the lives and safety of our citizens, and that the
two cannot be recognized as refugees under international law as they
have committed heinous crimes. Also, it was an unprecedented issue
requiring close cooperation among related authorities.
The Office of National Security is the control tower for national
security. Accordingly, upon the vessel’s crossing of the Northern
Limit Line, related authorities took necessary measures through close
consultations and communications based on the manual.
