The South and the North held the 5th Working-level consultative meeting on inter-Korean road and railway reconnection in Gaeseong from July 28 until 30, 2005 and have agreed on the following points.
- The South and the North have agreed to complete the construction of the Gyeongui Line and the Donghae Line as soon as possible and South Korea will provide North Korea with the additional equipment and the facilities necessary for the construction of the stations and its facilities. The provision of goods will be as stated in appendix 1.
The provided material, types of equipment, and the amount of provision will be included in the attached file `Agreement on provision of material and equipment for inter-Korean road and railway reconnection'
- The South and the North will jointly conduct the check ups for the construction progress at the railway connection points of the Gyeongui Line and the Donghae Line as follows.
The check ups for the Gyeong-ui Line will take place from August 18 until 20 and the check ups for the Donghae Line will take place from August 23 until 25. Each side will ensure the safety and convenience of the other sides' evaluation personnel and the procedures and methods will be outlined in appendix 2 of this agreement.
- The South and the North will test drive the connected railways and hold an opening ceremony for the inter-Korean Gyeong-ui Line and the Donghae Line as soon as the military protection measures are taken. The events will take place, being jointly hosted by both sides around late October and both sides will continue discussions concerning this issue.
- The South and the North will exchange documents stating the South and the North members who will make up of the Railway Joint Operation Committee and the Road Joint Operation Committee.
- The South and the North will actively cooperate to provide mutual technical assistance smoothly, concerning the inter-Korean railway connection project.
- The representatives of both Koreas will meet in Gaeseong or Mt. Geumgang whenever necessary after consultations. The 11th inter-Korean working level-consultative meeting on inter-Korean road and railway reconnection will be held in Gaeseong and other details for the meeting will be exchanged in the form of documents for consultations.
