2021 Implementation Plan for the
Development of Inter-Korean Relations

The Government formulated the 2021 Implementation Plan for the
Development of Inter-Korean Relations, the fourth annual plan for the
Third Master Plan on Development of Inter-Korean Relations (2018-2022).
The Development of Inter-Korean Relations Act requires the
Government to formulate a master plan that presents the vision, goals,
and basic direction for developing inter-Korean relations every five
years, followed up by annual implementation plans.
The 2021 Implementation Plan was established to carry out the main
tasks* by setting the following policy goals : ① Resolution of the
North Korean nuclear issue and establishment of permanent peace, ②
Development of sustainable inter-Korean Relations, and ③ Realization
of a New Economic Community on the Korean Peninsula.
* Main tasks: ① Resolution of the North Korean Nuclear issue and
establishment of a peace regime, ② Inter-Korean dialogue, ③
Inter-Korean exchange and cooperation, ④ Implementation of the New
Economic Map Initiative for the Korean Peninsula, ⑤ Humanitarian
cooperation, ⑥ Settlement support for North Korean defectors, and ⑦
Expansion of the consensus on peaceful unification and reinforcement
of unification capabilities.
The Ministry of Unification, upon discussing matters with officials
from related agencies and civilian members of the Inter-Korean
Relations Development Committee, finalized the plan through
deliberation by the Committee. The finalized 2021 Implementation Plan
was then reported to the National Assembly.
The Government will carry out the 2021 Implementation Plan in close
cooperation with relevant ministries, and make greater efforts toward
realizing mutual growth and peace on the Korean Peninsula.
