  • South and North Korea agree to completely cease all hostile acts against each other in every domain, including land, air, and sea.

  • President Moon Jae-in, in his National Assembly address to propose a government budget for 2019 and plans for fiscal operations, says, “This opportunity has risen like a miracle, and it is an opportunity that should never be missed…Chairman Kim Jong Un’s reciprocal visit to Seoul will also likely happen in the near future.”
November 2.
  • The two Koreas hold sports talks at the inter-Korean joint liaison office in Gaeseong.
    - Delegates: (South) Second Vice Minister of Culture, Sports and Tourism Roh Tae-kang, Director General for Inter-Korean Exchange and Cooperation of the Ministry of Unification (MOU) Lee Joo-tae, Deputy Director-General of the Prime Minister’s Office Song Hye-jin, and head of the International Headquarters of the Korea Sports Council Park Cheol-keun. (North) Vice Minister of Physical Culture and Sports Won Kil U, Secretary General of the DPRK Olympic Committee Ko Chol Ho, and official of the Committee for the Peaceful Reunification of the Country Ri Un Chol.
    - Joint Press Release: ① Agreeing to jointly participate in international competitions including the 2020 Tokyo Olympics and first work on the joint participation at the 2019 International Handball Federation (IHF) Men’s Handball World Championship. ② Delivering the IOC a letter expressing intent to jointly host the 2032 Summer Olympics and continuing to discuss necessary matters. ③ Actively participating in international competitions hosted by the South or the North and discussing practical matters concerning sports exchange including the holding of friendly matches through the inter-Korean joint liaison office.
November 4.
  • The two Koreas raise yellow flags at the 11 guard posts on each side to be removed on a trial basis in order to clearly identify and verify the GPs, and begin the removal process.
November 5.
  • The South and the North embark on a survey of the waterways for joint use of the Han/Imjin River estuary. - A joint survey team is composed of ten people from each side, including military officials and waterway experts.

  • The US Department of State announces that Secretary of State Pompeo will meet with Kim Yong Chol, vice chairman of the Central Committee of the Workers’ Party of Korea on November 8.
November 6.
  • A trilateral consultation body to demilitarize the Joint Security Area in Panmunjeom between the two Koreas and the UN Command holds the third meeting at the Freedom House in Panmunjeom.
    - Delegates: (South) A three-member delegation including Army Col. Cho Yong-geun, director of the North Korea Policy Division at the MND. (UNC) A three-member delegation including U.S. Army Col. Burke Hamilton, secretary of the UNC Military Armistice Commission.
    (North) A three-member delegation including Army Col. Um Chang Nam. - They agreed to establish joint work regulations within the Joint Security Area and checked the newly-built guard post.
November 7.
  • The two Koreas hold talks on healthcare cooperation at the inter-Korean joint liaison office in Gaeseong.
    - Delegates: (South) Vice Minister of Health and Welfare Kwon Deok-cheol, Director General for Healthcare Policy of the Health and Welfare Ministry Kwon Joon-wook, and Director General for Humanitarian Cooperation of the Ministry of Unification Kim Byung-dae. (North) Pak Myong Su, director of the State Sanitary Inspection Board under the Ministry of Public Health; Pak Tong Chol, vice department director of the Ministry of Public Health; and Pak Chol Jin, official of the Committee for the Peaceful Reunification of the Country.
    - Joint Press Release: ① Establishing necessary measures including exchange of information, establishment of a response system, and technical cooperation for the prevention of the influx and spread of infectious diseases, and conducting a trial exchange of information about infectious diseases by the end of the year. ② Working together for the diagnosis and preventative treatment of infectious diseases including TB and malaria, and discussing practical matters through written correspondence. ③ Discussing and carrying out comprehensive and mid-and long-term prevention of epidemics and cooperation projects in various ways. ④ Regularly discussing matters for joint responses to infectious diseases and the effective implementation of healthcare cooperation projects through the inter-Korean joint liaison office.

  • A spokesperson for the US Department of State, in a statement, announces the postponement of the high-level meeting between the US and North Korea.

  • Regarding the postponement of the high-level talks between Washington and Pyeongyang, President Trump explains that the US would set a different date from North Korea, adding that the next North Korea-US summit may be held early next year.

  • The two Koreas complete the trial withdrawal of weapons, equipment, and troops from guard posts in the DMZ.

  • The ROK government delivers 200 tons of tangerines to North Korea in return for a gift of pine mushrooms.

  • The inter-Korean joint road survey team holds the second meeting at the inter-Korean joint liaison office in Gaeseong.
    - Delegates: (South) A five-member delegation including Director General of Roads at the Ministry of Land, Infrastructure, and Transport Baek Seung-geun. (North) An eight-member delegation including Director General of the Ministry of Land and Environmental Protection Kim Ki Chol.
    - Discussing a joint road survey for the connection and modernization of cross-border roads.
November 12.
  • A trilateral consultation body on surveillance equipment between the two Koreas and the UN Command holds a meeting at the Freedom House in Panmunjeom.
    - Delegates: (South) Army Col. Nam Seung-hyun. (North) Army Senior Lieutenant Lim Tong Chol. (UNC) Army Lt. Col. Sean Morrow.
    - Discussing the adjustment of surveillance equipment and ways to share information to stand guard on the other party’s side and to guarantee free passage of visitors in and out, and after the meeting, conducting an on-site survey of surveillance equipment within the Joint Security Area (November 12-13).

  • President Moon Jae-in, in a summit with the Association of Southeast Asian Nations (ASEAN), says, “(I will) consider the invitation of North Korean leader Kim Jong Un to the special summit between South Korea and ASEAN next year.”

  • The leaders of the ROK and Russia hold a summit in Singapore.
    - President Moon asked Russia to play an active role so that North Korea can take denuclearization measures boldly, and Russian President Putin said that if progress is made in denuclearization of North Korea, corresponding measures should follow.
November 14-17.
  • The International Convention for Peace and Prosperity in the Asia-Pacific is held in Goyang, Gyeonggi Province.
    - It is hosted by Gyeonggi Province and the Asia Pacific Exchange Association and is attended by Ri Jong Hyok, vice chairman of North Korea’s Asia-Pacific Peace Committee.

  • President Moon meets with US Vice President Mike Pence in Singapore.
    - They shared the view that inter-Korean relations, denuclearization, and North Korea-US dialogue should make progress through a virtuous cycle, and to this end, both sides should continue to work closely together.
November 15-18.
  • A convention of overseas Korean business people for peace and progress on the Korean Peninsula is held in Pyeongyang.

  • The UN Third Committee adopts a resolution condemning North Korea’s ongoing human rights violations.

  • The two Koreas hold a working-level meeting on aviation cooperation at the inter-Korean joint liaison office in Gaeseong.
    - Delegates: (South) A five-member delegation including Son Myoung-soo, Deputy Minister for Civil Aviation of the Ministry of Land, Infrastructure and Transport. (North) A five-member delegation including Ri Yong Son, Deputy Director General of the General Administration of Civil Aviation.
    - Discussing the cross-border connection of international service lines on the East Sea and the West Sea.

  • The ROK Minister of Unification meets with US Secretary of State Pompeo at the State Department building.

  • North Korea expels an American detained in the North (reported by KCNA).
    - US Secretary of State Pompeo released a statement “expressing gratitude for cooperation in the release of an American citizen.”
November 17.
  • The leaders of the ROK and China hold a summit in Papua New Guinea.
    - The two leaders shared the view that the time is almost ripe to address the issues of the Korean Peninsula and agreed to work closely together for the success of the North Korea-US summit.
November 18-19.
  • The two Koreas hold an event marking the 20th anniversary of tourism to Mt. Geumgang on Mt. Geumgang.

  • The US Department of the Treasury’s Office of Foreign Assets Control (OFAC) imposes sanctions on a South African national for helping North Korea circumvent sanctions.
November 20.
  • The ROK-US working group on North Korea holds the first meeting in Washington.
    - It was chaired by Special Representative for Korean Peninsula Peace and Security Affairs Lee Do-hoon and US Special Representative for North Korea Stephen Biegun.
    - Discussing complete denuclearization and permanent peace on the Korean Peninsula, the implementation of UN Security Council resolutions, and overall issues related to North Korea including the North Korean nuclear issue and inter-Korean cooperation.

  • North Korea destroys the ten guard posts scheduled for the trial removal by high explosives.
November 23.
  • The two Koreas hold a working-level meeting on communications at the inter-Korean joint liaison office in Gaeseong.
    - Delegates: (South) A five-member delegation including Jung Chang-rim, (acting) Director General for Communications Policy of the Ministry of Science and ICT. (North) A five-member delegation including Ri Yong Min, a senior official in charge of communications affairs.
    - Discussing ways to replace copper cables with fiber optic cables.

  • The UN Security Council Sanctions Committee on North Korea approves sanctions exemption for the on-site survey of railways in North Korea.

  • The Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage inscribes traditional Korean wrestling, Ssirum/Ssireum, of the two Koreas as Intangible Cultural Heritage of Humanity of UNESCO.

  • North Korean Minister of Physical Culture and Sports Kim Il Kuk visits Japan to participate in the General Assembly of the Association of National Olympic Committees (ANOC).

  • The ROK government delivers chemicals to prevent pine wilt disease to the North and conducts joint control in Gaeseong.

  • The two Koreas conduct an on-site survey of the Gyeongui Railway.
    - A total of 28 people from the Ministry of Unification, the Ministry of Land, Infrastructure, and Transport, and the Korea Railroad Corporation participated in the survey of about 400km between Gaeseong and Sinuiju.

  • The two Koreas complete the removal of landmines in the areas where a joint excavation of remains will be conducted.

  • The South and the North complete the destruction of the guard posts scheduled for trial withdrawal.

  • The leaders of the ROK and the US hold a summit in Buenos Aires.
    - The two leaders shared the view that it is important to maintain the current sanctions before North Korea achieves complete denuclearization and that North Korean leader Kim Jong Un’s visit to Seoul will renew the momentum of the joint efforts to establish peace on the Korean Peninsula.
