October 1.
  • First Vice Foreign Minister Choe Son Hui of North Korea issues a statement.
    - “The DPRK and the US agreed to have preliminary contact on October 4, followed by working-level talks on October 5.”
    * A spokesperson for the US Department of State, in a press release on October 1, confirmed that “US and North Korean officials plan to meet sometime next week.”
October 2.
  • North Korea fires an unidentified projectile from north of Wonsan, Gangwon Province toward the East Sea.

  • South Korea gives a briefing on the results of an emergency meeting of the Standing Committee of the National Security Council.
    - “Regarding North Korea’s firing of a projectile earlier in the day, the NSC placed weight on the possibility that it was a submarine-launched ballistic missile (SLBM) test and decided that the intelligence authorities of South Korea and the US would conduct a precise analysis of the projectile in close cooperation.”
    - “The NSC members voiced strong concern over the North’s move, which came just ahead of the resumption of its working-level talks with the United States slated for October 5.”
October 4.
  • The Declaration on the Advancement of South-North Korean Relations, Peace and Prosperity marks its 12th anniversary.
October 5.
  • Pyeongyang and Washington resume the working-level talks in Stockholm.
    * October 4. North Korea and the US had preliminary contact in Stockholm.
October 6.
  • A spokesperson for the North Korean Foreign Ministry issues a statement.
    - “Washington had made no preparations for the talks in Sweden but sought only to serve its own political aims.”
    - “The fate of the North Korea-US dialogue depends on Washington’s attitude. North Korea would wait only until the end of the year for the United States to change course.”
October 15.
  • The two Koreas compete in the Group H qualifying soccer match for the 2022 Qatar World Cup at Kim Il Sung Stadium in Pyeongyang.
    * North Korea briefly reported that North Korea held South Korea to a 0-0 draw in an Asian zone Group H qualifying soccer match for the 2022 World Cup.
October 20-27.
  • The 2019 Asian Youth & Junior Weightlifting Championships commence on October 20 in Pyeongyang.
October 23.
  • North Korean leader Kim Jong Un gave field guidance at the Mount Geumgang tourist zone.
    - “We must remove South Korean facilities with an agreement with the relevant units of the south side … build new, modern service facilities our own way.”
    - “We will always welcome our compatriots from the south if they want to come to Mount Geumgang.”
October 24.
  • Foreign Ministry adviser Kim Kye Gwan of North Korea issues a statement.
    - “North Korean leader Kim Jong Un and US President Donald Trump have a close relationship and continue to have trust in each other.”
    - “We hope to see how wisely the US will pass the end of the year.”
October 25.
  • The Mt. Kumgang International Tourism Bureau of North Korea sends notices to the Ministry of Unification, which handles issues between the two sides, and Hyundai Group, whose affiliate Hyundai Asan Corp built resort facilities, regarding the demolition of South Korean facilities at the Mount Geumgang resort.
October 27.
  • Chairman of the Korea-Asia Pacific Peace Committee Kim Yong Chol issues a statement.
    - “It would be a mistake for the United States to ignore a year-end deadline on US President Donald Trump’s and North Korean leader Kim Jong Un’s ‘close personal relationship’.”
October 28.
  • South Korea proposes the holding of the working-level meeting regarding tourism to Mount Geumgang.
    - The Ministry of Unification made the proposal to the Korea-Asia Pacific Peace Committee of North Korea and Hyundai Asan to the Mt. Kumgang International Tourism Bureau of North Korea.
October 29.
  • North Korea proposes having the discussions on tourism to Mount Geumgang through exchange of documents.
    - The Mt. Kumgang International Tourism Bureau of North Korea made the proposal to the Ministry of Unification and Hyundai Asan.
October 30.
  • North Korean leader Kim Jong Un sends a condolence letter to South Korean President Moon Jae-in following the passing of his mother, Kang Han-ok.
October 31.
  • North Korea fires two short-range projectiles toward the East Sea.
October 31.
  • South Korea gives a briefing on the results of an emergency meeting of the Standing Committee of the National Security Council
    - “They expressed great concern about the North’s firing of short-range projectiles earlier in the day, analyzed the background and intention behind the North’s launch, and reviewed the overall security conditions surrounding the Korean Peninsula.”
    - “They also checked the situation surrounding the dormant inter-Korean tour program to Mount Geumgang and agreed to handle the issue in accordance with principles associated with the implementation of summit accords between the leaders of the two sides and the protection of South Korean firms’ property rights.”
