김영호 통일부 장관입니다.

Excellencies, ladies and gentlemen.

우리와 자유·민주·인권 등 보편적 가치를 공유하는 EU 회원국, 북한문제에 관여하고 있는 아세안 회원국 등 대사님들과 국제기구 관계자 여러분, 한반도 통일에 대한 귀중한 조언을 해주시는 독일정치재단 대표님들을 만나 뵙게 되어 매우 기쁘게 생각합니다.

I am delighted to be in the company of esteemed ambassadors and representatives of the EU member states who share common values of freedom, democracy and human rights, ASEAN member states and international organizations whoactively engage in the North Korean issues as well as the German political foundations whose valuable advice continues to guide our efforts towards unification of the Korean Peninsula.

저는 주한공관 및 국제기구 등과의 관계를 튼튼히 하는 것이 통일·대북정책 국제공조의 첫걸음이라고 생각합니다.

I firmly believe that fortifying our ties with Seoul-based diplomatic missions and international organizations is the crucial first step in fostering international cooperation on unification and North Korea policy.

그런 의미에서 오늘은 지난 11월 6·25전쟁 유엔참전국 주한대사에 이어 약 한달 만에 주한 주요국 대사, 국제기구와 독일정치재단 대표를 대상으로 소통의 자리를 마련했습니다.

Today’s meeting is the second in kind following the previous meeting with ambassadors of the UN Sending States of the Korean War last November. Today we have invited major countries involved in the Korean Peninsula issues, international organizations and the German political foundations.

북한의 올바른 변화를 견인해 나가고 한반도 통일을 준비해 나가는 과정에서 그 동안의 변함없는 지지와 협력에 대해 깊은 감사의 말씀을 드리며, 오늘 간담회가 소통과 상호협력이 강화되는 자리가 되기를 기대합니다.

I would like to use this opportunity to extend my deepest appreciation for your continued cooperation and support to guide North Korea to the right direction and ROK government’s preparation for unification. I hope today’s gathering will set a foundation to advance our mutual cooperation and communication.

올해 정부는 원칙 있는 남북관계를 정립하면서 북한이 비핵·민생의 길로 나오도록 억제·단념·대화의 3D접근 노력을 일관되게 기울여 왔습니다.

This year, the ROK government has diligently pursued the 3D approach of Deterrence, Dissuasion and Dialogue for a principled inter-Korean relations with the attempt to bring North Korea to the path for denuclearization and better public welfare.

북한의 도발에 단호히 대응하면서, 북한이 올바른 선택을 할 수 있도록 국제사회와의 협력과 연대를 강화해 왔습니다.

In the face of North Korea's provocations, we have responded resolutely, enhancing international cooperation and solidarity to guide North Korea toward a more positive path.

캠프 데이비드 한미일 정상회의에 이어 최근 한영 정상회담까지 ‘자유롭고 평화로운 통일 한반도’의 비전을 국제사회와 함께 공유할 수 있도록 노력해 왔습니다.

From the trilateral summit at the Camp David to the recent ROK-UK summit, we have strived to convey our vision of a "unified Korean peninsula that is free and at peace" to the broader international community.

북한 인권 개선을 대북정책의 우선순위에 두고, 국제사회와의 네트워크를 강화하면서 재중 탈북민 강제북송 문제를 국제사회에 집중적으로 제기해 왔습니다.

Improving North Korea’s human rights situation is the first and foremost priority in our North Korea policy. And we have been strengthening our cooperation with the international community, while advocating against forced repatriation of North Korean defectors in China and other countries.

내부적으로는 탈북민 일자리 박람회 개최 등 탈북민의 성공적 정착을 지원하고, 납북자·억류자·국군포로 문제의 해결을 위한 실질적인 노력도 기울였습니다.

Internally, we have been consistently working for the successful resettlement of defectors through initiatives such as job fairs. This year the Ministry of Unification has also placed a special emphasis on issues concerning abductees, detainees, and unrepatriated POWs of the Korean War.

하지만 불행히도, 북한 정권은 북한 주민이 처한 민생고는 도외시한 채, 핵미사일 개발에 몰두하면서 세계 평화와 안보를 위협하고 있습니다.

최근에는 국제사회의 거듭된 경고에도 불구하고, 군사정찰위성을 발사하였으며, GP 복원, 판문점 무장화 등 한반도의 긴장을 고조시키고 있습니다.

Regrettably, the North Korean regime persists in prioritizing its nuclear and missile ambitions, disregarding the well-being of its people and jeopardizing global peace.

Recent provocative actions, such as launching a military reconnaissance satellite, arming their forces at Panmunjeom and recovering their guard posts in the DMZ all contribute to escalating tension on the Korean Peninsula.

우리는 북한에게 이러한 위협과 도발로는 아무것도 얻을 수 없다는 점을 확고하게 인식시키면서 결국 북한이 비핵화 협상으로 복귀할 수밖에 없는 전략적 환경을 조성해 나가는 것이 필요합니다.

The time calls for our coordinated voice to let North Korea recognize that they will not gain anything from their threat and provocation.

Simultaenously, we need to continue to shape a strategic environment for North Korea so that they will not have any other option but to return to negotiation for denuclearization.

국제사회와의 연대와 공조를 토대로 북한에 대한 제재와 압박을 흔들림 없이 지속해 나간다면, 북한도 변화해 나올 수밖에 없을 것입니다.

In the face of our firm commitment to unwavering sanctions and consistent pressure on North Korea, in solidarity with the international community, North Korea will have no other choice but to change.

앞으로 정부는 한반도 정세를 안정적으로 관리하면서, 북한이 올바른 선택을 할 수 있도록 지속 노력하겠습니다.

The ROK government will persist in stabilizing the Korean Peninsula’s situation and guiding North Korea to make right choices.

아울러, 북한의 실상을 정확하게 알리고, 북한인권 증진을 위해 국제사회와 함께 다양한 활동을 기획하고 추진해 나갈 것입니다.

Moreover, we will be working with the international community through diverse occasions to inform public about the reality of North Korea and promote the human rights situation in the North.

12월 ‘국제인권의 달’을 맞아 국제사회와의 북한인권 대화를 실시할 것이며, 연내 발표 예정인 ‘북한인권 로드맵’을 중심으로 북한 주민들의 인권 상황 개선을 위한 국제협력을 강화하면서 북한 주민과의 교류나 인도적 지원의 여건을 만들기 위한 노력도 병행해 나가겠습니다.

As we celebrate the ‘International Human Rights Month’ this December, the Ministry of Unification will be holding an International Dialogue for North Korean Human Rights,

and with the ‘North Korea Human Rights Road Map’ that will be published within this year, we will be able to strengthening international cooperation for an improved human rights situation for North Korean people.

We will also continue our endeavor to create conditions favorable to people-to-people exchanges or humanitarian assistance.

북한 주민들의 인권 상황이 개선되고 실질적인 인권 증진으로 이어질 수 있도록 여러분들의 관심과 협력을 당부 드립니다.

I earnestly seek your interest and cooperation in improving the human rights situation in North Korea, ensuring that our collective efforts translate into tangible progress.

저는 북핵문제, 북한인권 등 한반도를 둘러싼 다양한 문제를 해결하기 위해서는 국제사회의 협력과 연대가 반드시 필요하며, 그 과정에서 주한공관과 국제기구의 역할이 무엇보다 중요하다고 생각합니다.

The cooperation and solidarity with the international community are paramount to resolve the complex issues surrounding the Korean Peninsula, including the North Korean nuclear problem and human rights concerns. I depend heavily upon diplomatic missions in Korea and international organizations to play a pivotal role in this process.

통일부는 주한공관 대사님과 국제기구 대표님들께 소통의 문을 활짝 열어두고 있으며, 언제든지 의견을 경청할 준비가 되어 있습니다.

The door of the Ministry of Unification will be always open to representatives of Seoul-based diplomatic missions, international organizations and political foundations. We are ready to listen to your valuable advice, insight, and opinion at anytime.

자유민주적 기본질서에 입각한 평화 통일을 구현하고자 하는 우리 정부의 노력에 대해 여러분들의 적극적인 지지를 요청 드리며, 통일 여정의 동반자가 되어주시기를 부탁드립니다.

So we urge your continued support for our government's endeavors to achieve a peaceful unification on the foundation of a liberal democracy. I invite you to be close partners in our journey towards unification.
