여러분, 반갑습니다.

Excellencies, ladies and gentlemen.

한반도의 평화와 통일을 위한 여정에 함께 해주시는 유엔참전국 주한대사님들을 한자리에 모시게 된 것을 매우 기쁘게 생각합니다.

I am deeply grateful that we were able to invite the ambassadors of the United Nations Sending States of the Korean War. The UN Sending States have been incessantly helping us in our journey towards the peace and unification of the Korean Peninsula.

올해는 6‧25전쟁 정전협정이 체결된 70주년이며, 지난 11월 11일은 ‘유엔참전용사 국제추모의 날’이었습니다.

This year marks the 70th anniversary of the singing of the Korean War Armistice Agreement, and on 11 of this month an annual ceremony was held to commemorate the International Memorial Day for UN Korean War Veterans.

3여년의 전쟁 기간 동안 총 22개국, 약 200만 명이 참전했고, 대한민국의 자유민주주의를 지키는데 큰 기여를 해주셨습니다.

Throughout three years of the Korean War, approximately 2 million soldiers from 22 member nations of the United Nations committed themselves to safeguard freedom and democracy in the Republic of Korea.

이 자리를 빌려 대한민국의 자유 수호를 위해 목숨을 바친 참전용사들의 넋을 추모하며, 유엔참전국에 대한 깊은 감사의 말씀을 전합니다.

I would like to take this opportunity to honor the noble sacrifice of the veterans who bravely gave their lives in defense of our freedom, and express our deepest gratitude to the United Nations Sending States.

윤석열 대통령은 외교 및 대북 정책에 있어 ‘가치외교’를 강조하고 있습니다.

유엔참전국과 대한민국은 자유, 민주주의, 인권과 같은 핵심 가치를 공유하며

이는 한반도와 동아시아 지역의 평화와 번영 유지라는 유엔군사령부의 역할을 재활성화하기 위한 토대입니다.

이런 측면에서 오늘 간담회가 매우 시의적절하며 뜻깊은 자리라고 생각합니다.

President Yoon Suk Yeol puts special emphasis on a values-based approach to foreign and North Korea policies. The UN Sending States share common values such as freedom, democracy, and human rights with the Republic of Korea.

Our shared values are the foundation for revitalizing the United Nations Command to maintain peace and prosperity on the Korean peninsula as well as in the East Asian region.

In this regard, today’s gathering is very timely and meaningful.

지금 북한 정권은 주민들의 민생개선은 도외시한 채 핵·미사일 개발에 몰두하면서 세계 평화와 안보를 위협하고 있습니다.

The North Korean regime is now preoccupied with continuing its nuclear weapon and missile programs while ignoring the plight of its people, and this is posing a serious threat to global peace and security of our time.

이러한 상황에서 북한에 핵·미사일 위협과 도발로는 아무것도 얻을 수 없다는 점을 확고하게 인식시키면서 북한이 결국 비핵화 협상으로 복귀할 수밖에 없는 전략적 환경을 조성해 나가는 것이 필요합니다.

To meet this challenge, first of all, we need to make sure North Korea understands that it can gain nothing out of its nuclear and missile threats and provocations. Then it needs to be followed by efforts to create a strategic environment that leads North Korea back to the negotiation table.

저는 같은 가치를 공유하는 유엔참전국을 중심으로 연대를 강화하고, 한미동맹과 국제공조체제를 굳건하게 다짐으로써 북한에 대한 제재와 압박을 흔들림 없이 지속해 나간다면, 북한도 변화해 나올 수밖에 없을 것이라고 확신합니다.

I am convinced that if we are unwavering in our commitment to solidarity with the UN Sending States, the ROK-US alliance and the international coordination system, and persist in sanctions and pressure on the regime, North Korea will eventually be left with no other options but to change.

윤석열 정부는 북한인권 문제를 북핵문제만큼 중요한 과제로 인식하고, 북한인권 상황을 개선하기 위해 노력하고 있습니다.

The Yoon Suk Yeol administration regards human rights as an issue of equal importance as the North Korean nuclear problem, and invests efforts to improve the human rights situation in the North.

한국 정부로서는 최초로 북한인권보고서를 공개 발간하였고, 유엔 북한인권결의안 제안국 복귀, 4년 이상 공석이었던 북한인권대사 임명 등 북한인권 개선을 위한 부단한 노력을 기울이고 있습니다.

The efforts made by the Yoon administration include publishing the first annual report on human rights in North Korea, returning as a sponsor of the UN resolution on North Korean Human Rights, and appointing an ambassador-at-large for North Korean human rights to fill a vacancy that had lasted more than four years.

또한, 각국 주한 외교관을 대상으로 북한인권설명회를 개최한 바 있으며, 향후에도 정기적으로 국제사회와의 공감대를 넓혀 나가겠습니다.

Additionally, we have recently hosted a briefing on North Korea’s human rights situation for foreign diplomats stationed in Seoul, and will continuously work to expand common ground with the international community on this issue.

앞으로 북한의 실상을 정확하게 알리고 북한인권 증진을 위해 국제사회와 함께 다양한 활동을 기획하고 추진해 나갈 것입니다.

This is just the beginning of our future endeavor to advance and raise awareness of human rights in North Korea through various actions and activities.

당면하여 12월 중 민간 및 국제사회와 더욱 체계적으로 협력해나가기 위한 구상인 북한인권 로드맵을 발표하고, 지난 10여 년간 탈북민 6천여 명을 대상으로 북한의 경제와 사회에 대해 심층 면접을 실시한 결과를 분석한 ｢북한 경제사회 실태보고서｣도 발간할 예정입니다.

This December, the Ministry of Unification is planning to announce a comprehensive step-by-step road map on North Korean human rights to facilitate more systematic cooperation with the international community and civil society.

Another informative report titled “Economic and Social Reality of North Korea” is also slated for release in December. This report is based on in-depth interviews with some 6,000 North Korean defectors over the past decade.

이러한 노력들이 북한 주민들의 인권 상황에 대한 관심과 실질적인 인권 증진으로 이어질 수 있도록 유엔참전국들의 관심과 협력을 당부 드립니다.

I humbly request the attention and support of the UN Sending States to ensure these efforts to bring about the actual betterment in North Korean human rights.

저는 한반도 문제에 대한 국제사회의 협력과 연대를 이끌어 낼 수 있는 지름길이 대한민국과 해당국 간 가교역할을 수행하고 있는 주한공관과 소통을 강화하는 것이라고 생각합니다.

I believe that a shortcut to international cooperation and solidarity to solve the Korean Peninsula problem is to strengthen our communication with the diplomatic missions in Seoul, which serve as a bridge between the Republic of Korea and your home countries.

통일부는 주한공관과의 지속적인 소통을 위해서 대사님들께도 통일부의 문을 활짝 열어놓겠습니다.

아울러, 대한민국의 자유를 함께 수호해온 역사를 바탕으로 유엔참전국과의 관계를 더욱 발전시켜 나가겠습니다.

The Ministry of Unification will always keep an open ear to your excellencies our continuous communication and make further efforts to advance relations with the UN Sending States on the foundation of our shared history of cooperation and determination for the freedom of the Republic of Korea.

대한민국의 자유와 평화, 번영을 위해 함께해 주신 유엔참전국과 참전용사들께 다시 한 번 감사의 말씀을 드립니다.

Once again, I would like to thank all the United Nations Sending States and the veterans for their lofty service to the freedom, peace, and prosperity of our country.

대한민국은 그들의 고귀한 희생과 헌신을 결코 잊지 않을 것입니다.
The Republic of Korea will never forget their noble sacrifice and dedication.
