3. Q&A (Extract)
Q. A recent YouTube video broadcasting a series of random numbers
has triggered varying interpretations, with some claiming that the
video is sending encrypted spy messages and others dismissing it as
fake. What is the Unification Ministry’s take on this?
A. The Ministry has nothing to confirm regarding the North’s numbers stations.
Q. Has the Ministry been able to confirm whether the YouTube channel
that uploaded this video is run by the North? Some suggest that the
channel was hacked, while others claim that it is a fake account run
by Mexico.
A. Theoretically, the Ministry does not have detailed information on
the North’s social networking services, making it hard for us to fully
understand the situation as of now. We will keep a close eye on the situation.
Q. The South Korean public is able to access North Korea-produced
contents without restriction. How does the Ministry see this situation?
A. The act of browsing North Korean media content, especially
through the internet, is not prohibited by law. What is banned is the
act of spreading these contents. We will continue to discuss and
cooperate with related agencies in preparing necessary measures.
