3. Q&A (Extract)

Q. Minister Lee mentioned ‘CVIP’ in his opening remarks at the Korea Global Forum for Peace today. It’s a rather unfamiliar concept – could you further elaborate on this?

A. Yes, Minister Lee mentioned CVIP (complete, verifiable and irreversible peace) in his opening remarks today, with the intention of expressing that it is essential to establish a solid and irreversible state of peace in order to break down the divided status quo on the Korean Peninsula which has lasted for over half a century. This would be possible by resolving the North Korean nuclear issue and improving inter-Korean relations.

The acronym ‘CVIP’ has been used before, for example in a congratulatory speech at the Korea Forum in 2018 by then National Assembly speaker Chung Sye-kyun. The phrase has also been seen in a number of media reports.

Q. Minister Lee mentioned the ROK-U.S. alliance last week in his meeting with the President of the National Council of Churches in Korea (NCCK), and the U.S. State Department seems to have a different view on his statement. Does the Ministry have anything to add?

A. It is undeniable that the ROK-U.S. alliance, which started from a military alliance in the Cold War era, has developed into a value alliance pursuing democracy and market economy, and Minister Lee has been saying so as well. The Minister’s remarks made at the NCCK courtesy visit was focused on the potential of the alliance further developing into one of peace, especially in Northeast Asia.
