The Cabinet's council passed the Enforcement Decree of the Act on Inter-Korean Exchange and Cooperation, which was amended by the Ministry of Unification, on November 21.
The Enforcement Decree was amended as a follow-up measure after the Act on Inter-Korean Exchange and Cooperation was amended 15 years after its enactment in 1990. The amended Act on Inter-Korean Exchange and Cooperation (legislation No. 7539) was promulgated on May 31, 2005, and will be put into effect on December 1, 2005.
The Enforcement Decree will be soon promulgated after being approved by the President.
The Enforcement Decree was amended to reflect progress in inter-Korean relations by relaxing the conditions of visiting North Korea and to put emphasis on promoting the conveniences of civilians, by reducing the processing period of and streamlining procedures of civil applications.
The effectuation of the Enforcement Decree that was amended to reform regulations and improve systems is expected to contribute to improvements in inter-Korean relations through activation of inter-Korean exchanges.
