The ROK is assisting North Korea on humanitarian grounds.

In 2003 the ROK provided the North with 300,000 tons of fertilizer and 400,000 tons of food (on a loan basis).

Since the 1990s North Korea has had an annual shortfall of two million tons of food.

The ROK has participated in efforts by the international community to assist North
Korea by providing 100,000 tons of corn through the WFP and by participating in the
